IKE SKELTON ARMY ROTC SCHOLARSHIP REQUIREMENTS / BENEFITS
Recipients of the Ike Skelton Army ROTC scholarship will receive financial assistance for 2 years in their pursuit of an Associates degree from Marion Military Institute and a commission into the U.S. Army. Individuals continue on to a baccalaureate degree with the option to use the Educational Assistance Program (EAP), the particulars of which are covered below. During their two-years at MMI the Army will pay college tuition and educational fees, ORroom and board, whichever is chosen by the student. Additionally, a flat rate of $1,200 per year is provided to purchase textbooks.
Army ROTC scholarship winners also receive a monthly tax-free subsistence allowance for 20 months. The monthly amount will be tiered commensurate with the Military Science Class -- MS III = $450 per month; MS IV = $500 per month. Cadets will be commissioned in the USAR or ARNG and assigned to a Troop Program Unit (TPU) (paragraph 2-16, AR 140-10) upon graduation from MMI provided all eligibility requirements are met.
Individuals interested in receiving the Ike Skelton Scholarship may qualify if they -
a. Are a citizen of the United States.
b. Will be at least 17 years of age within the first semester of the year you begin college (you will not be able to contract until the day you turn 17).
c. Will be able to complete all requirements for a baccalaureate degree in four years.
d. Will be able to complete all requirements for a commission and be under 31 years of age on December 31st, of their sophomore year (2 years from start date of the scholarship).
e. Have a cumulative high school or college academic grade point average (GPA) of 2.5 or more on a 4.0 scale. Use of weighted GPA is not authorized. Cumulative GPA for all high school students will be calculated by the MJC Professor of Military Science (PMS) if not listed on the transcript PMS will use the grading scale in Cadet Command Regulation 145-1, Table 3-1.
f. Have a minimum Scholastic Aptitude Test (SAT) score of 920 or minimum American College Test (ACT) composite score of 19. One of these tests must be taken and the minimum score must be achieved.
g. Be medically qualified for enrollment in the ROTC Scholarship Program. Department of Defense Medical Examination Review Board (DoDMERB) will determine the medical status IAW the standards of Chapter 2, Army Regulation 40-501. The PMS will schedule you for a medical examination upon determination of your eligibility.
h. Will be a high school graduate or possess an equivalent certificate prior to contracting.
i. Have no moral obligation or personal conviction that will prevent you from--
(1) Supporting and defending the Constitution of the United States against all enemies, foreign and domestic.
(2) Conscientiously bearing arms (concientious objector).
j. Satisfactorily explain any record of civil conviction. You will be required to certify that you have never been convicted of any domestic violence crime. If you have been convicted of any domestic violence crime, you are ineligible to enter ROTC or be commissioned into the Army. This is not waivable.
k. Receive a rating of "4" or "5" on the Structured Interview if the ROTC Leader’s Training Course (LTC) is not required to qualify for enrollment in the ROTC Advanced Course.
l. Successfully pass the Leader's Training Course (LTC) (the summer of the year of award) if you are required to attend for placement credit for the ROTC Basic Course. If you have attened BCT/AIT or have 3+ Years of JROTC that can serve as placement credit as well.
** NOTE: These scores associated with competing for an Army ROTC scholarship are the minimum standard. Achieving these scores DOES NOT guaruntee scholarship receipt.

EDUCATIONAL ASSISTANCE PROGRAM REQUIREMENTS / BENEFITS
After a cadet graduates and commissions from MMI, the new lieutenant will attend a four-year Army ROTC affiliated university. The lieutenant must earn a baccalaureate degree within 36 months, during this time they are assigned to Human Resources Command (HRC) in Ft. Knox, Kentucky.
Just prior to graduation/commissioning from MMI, the cadet has the option to select the Educational Assistance Program. This program is financial assistance designed to cover tuition and fees OR room and board costs up to $10,000/year for up to two years. The program will incur a one-year Active Duty Service Obligation (ADSO) for each year/partial year of benefits used while obtaining a baccalaureate degree. The Army ROTC Department at the follow-on institution the lieutenant attends will initiate the paperwork (DA Form 597-4) and place the contract in Military Personnel Readiness Jacket (MPRJ).
Headquarters Cadet Command (HQCC) tracks lieutenants reporting to 4-year schools and holds branching boards prior to their graduation. If there is a breach of contract HQCC will recoup monies provided per the cadet contract (CC Reg. 145-9, Ch 5 for more details).
Lieutenant responsibilities:- Maintain a GPA at 2.0 or above (semester & cumulative) - Maintain fitness and other basic soldier requirements and PASS the APFT every semester.
- Must complete degree within 36 months
- Request PMS at the 4 year school to re-offer EAP (if not previously accepted)
- Meet with PMS once a semester
- Non-deployable until after baccalaureate degree and Basic Officer Leadership Course Part B (BOLC-B) completion
- Join either a ARNG or USAR unit if available (lieutenant falls under Reserve Command (RC))
- Work with ROTC cadre if RC unit not available
Breach of contract occurs after one of the following:
- GPA falls below 2.0 (semester or cumulative)
- Doesn’t graduate within 36 months
- Fails to maintain fitness or other basic soldier requirements (drug test, etc…)
Failure to graduate within 36 months could result in commission revocation & MJC scholarship recoupment.
Note: Lieutenant needs to ensure this form is completed and mailed in a timely manner to get paid during the first semester. The lieutenant must remain a full time student until graduation, and must not attend a Basic Officer Leader's Course (BOLC) early.
